Politically correct?

I found the following comment in the introduction to a paper in one of the leading conference proceedings :

"Along with Western countries, the incidence rate of breast cancer, one of the highest-risk cancers in women, is steadily increasing in Japan due to a change in life style — westernization."

Have we then found a solution to breast cancer?
